Revisit parliamentary system
The Editor, Sir:

RE: Open letter to the Electoral Commission and policymakers.

As we consider electoral boun-daries to avoid the possibility of a tie, I would like to ask that the entire concept of constituencies be reconsidered.

I believe that representation in the lower House of Parliament could be passed on:

(a) One member of parliament per parish (14)

(b) One member of parliament per county (3).

A total of 17 parliamentarians with the support of strong parish councils would be capable of representing the needs and aspirations of the Jamaican people and can focus on planning and policy to fulfil them through a well-structured public service.

Focus on policy

This would require parliamentarians to focus on policy and the public service through permanent secretaries along with the private sector, civil society and citizens to deliver services. Every sector must have its job description and responsibility.

The key underpinning would be a properly staffed and equipped parliamentary office for each parish/county from which parliamentarians are elected.

Jamaicans are governable, as seen by our regular lawful change of government, yet as we go forward, a system based on accountability, transparency, restraint and respect must be fashioned to meet the needs of the small population of this larger-than-life country.
