Official makes pitch for security upgrade
Jamaica's law-enforcement personnel will need to be significantly upgraded to win the war against criminals, a high-level security ministry official as said.

Richard Reese, the permanent secretary, has urged members of the Island Special Constabulary Force (ISCF) to embrace a culture of change in order to maintain the rule of law.

Citing technological advance-ments that have allowed criminals to expand already well-organised underground networks, Reese told the ISCF that the police force must ramp up training to improve competency.

The permanent secretary was speaking at the Police Officers' Association 23rd annual general conference in Ocho Rios, St Ann, last Thursday. Among the panellists at the conference was Commissioner of Police Rear Admiral Hardley Lewin.

The ISCF was established as a first reserve unit to the Jamaica Constabulary Force, providing strategic aid to the regular force when necessary in all matters of policing.
